After some research i was finally able to reset the password. now, every few minutes, i keep receiving prompts to enter my "login" keychain password for calendar agent and com.apple.internet accounts as well as my "local items" keychain password for google chrome. each time the password i enter appears to be accepted but then i receive a new. Many users have reported getting repeated and continuous prompts from keychain to key in the password to be used for local items. this issue usually arises after an update to your os x and causes the keychain cache to go corrupt.. Gave me a prompt for the old password on the "local items" it then asked me to update the password for the "local items" key chain. allowing me to finaly change the password. i then set the password to the new network login password and everything is working as intended.. After performing this steps the computer restarted flawlessly and without asking for the "local items" password. i locked and unlocked all the keychains because there wasn't one listed called "local" but following tetsujin's answer i'll try just the login one next time.. In the case where a user has a borked local items keychain from an earlier password change (multiple prompts for local items keychain password on login), a nice feature for remote support would be to have an option to reset this separate....
